The most famous prisoner swap of the Cold War happened on February 10, 1962. The United States traded Soviet spy, Colonel Rudolph Abel, for U2 spy plane pilot, Francis Gary Powers.  The Cold War had other prisoner swaps on the 1:1. In 1985, the U.S. traded Marian Zacharski, a Polish born Soviet spy, for 25 captured American agents. A 1:1 ratio is acceptable. Twenty-five Americans for one pink-o commie is a better ratio. This doesn’t address all the issues associated with exchanging Sgt. Bowe Bergdahl for five Taliban detainees, but we’ve learned two things. 

Apparently, the United States does negotiate with terrorists and the exchange ratio is historically backward. If the Taliban wants the approximately 149 remaining detainees at Guantanamo Bay, they only have to kidnap 30 Americans.
