Q2 reports that questions remain about liability after a boulder fell and damaged a home in the Billings West End. City and Yellowstone County officials are struggling with who is legally responsible for the area in question. Smaller pieces of the boulder broke off and came into a home’s living room just before 9 p.m. Wednesday. A Billings City Engineer said her department is not responsible for the aftermath because a county-owned park encompasses the area of the Rims from which the rocks fell. Multiple different county officials stated they were unsure where questions should be directed. In 2015, a judge ruled in favor of the city in an incident where rocks falling from the Rims damaged a home, finding that the homeowner and their insurance company were responsible for damages to the property.
