One Big Sky Moves Forward

On a 7-3 vote, Billings City Council has approved a plan to develop One Big Sky.  However Chris Kukulski, city administrator reminded the city council that the adoption of the plan does not commit the city to any specific funding proposal or project design.  Plus, the state legislature would need to change laws and allow for investment of public funds for the project.  The debate continues on.
