BILLINGS, Mont. (AP) — Investigators say a boat was likely traveling at 54 mph (87 kph) when it crashed into a cliff in the Bighorn Canyon National Recreation Area in Montana last year.

The Billings Gazette reported Monday that recently released investigative documents from the National Park Service show the speedometer needle was stuck at that speed after the 34-foot (10-meter) boat with dual racing engines crashed in Bighorn Reservoir in August 2018.

The crash killed 58-year-old Tammy Scoville, 35-year-old Christian Scoville and 36-year-old Nathan Kelley. Robert Ludwick died four weeks after the crash.

According to the documents, 63-year-old Ludwick had been drinking before he crashed. Investigators determined he had a low level of intoxication.
