Today is reportedly the day that the Billings City Council will make a decision on One Big Sky Center.  The Council has delayed the decision since last month, but is scheduled to vote on a pre-development memorandum of understanding between the city and MontDevCo LLC, which proposes to build the $165 million multi-use complex with help from tax increment financing and other sources.
The meeting begins with a closed session at 5:30 p.m., during which the city council will discuss litigation strategy.  The open session will begin at 6:30 p.m. in council chambers at City Hall.  While the agreement contains “no concrete commitments or responsibilities,” it does “authorize staff to work with the developers to produce an acceptable development agreement by June 30, 2017,” according to the city administrator’s office, but that date could be extended.  Reports suggest he city staff recommends that the council approve the pre development agreement.
