Despite concerns expressed by neighbors over a proposed pharmacy drive-through as part of a new West End grocery store, the Billings City Council unanimously approved a special review to allow the drive-through on Monday.  The supermarket chain for the proposed 57,000 square foot grocery store, at the corner of Grand Avenue and 54th Street West, has not been announced.

Nicole Cromwell, the city’s zoning coordinator, said special review was required because of the drive-through component of the project.  Without the drive-through, the only staff review necessary would have been over the building permit.  Trees will be planted atop a three-foot berm, making them nine feet tall, three feet higher than planned and existing fencing  Light posts would be 15 rather than 20 feet tall, reducing the glare.A signal will be added at the intersection of 54th Street West and Grand Avenue.
