Billings City Council members said Monday they’re interested in replacing the city’s lobbyist Ed Bartlett, whose contract expired on June 30th. But they’re undecided on whether they want full-time or part-time paid lobbyists when the legislative session begins in January 2019. City Administrator Bruce McCandless outlined options for whomever would replace Billings’ lobbyists for nearly two decades, Bartlett and Jani McCall.
