Public utility regulators Tuesday voted to approve the proposed sale of Avista Corporation to a Canadian power company – including a $4.5 million payment to the city of Colstrip. The Montana Public Service Commission voted 4-1 to endorse the sale, which also needs the approval of utility commissions in the states where Avista operates, as well as federal agencies.
