Billings City Council members were divided over a proposal presented Monday for a $2 per month increase in utility bills to raise money for trail construction and maintenance. According to the report in the Billings Gazette members agreed they want staff to research how much it will cost to convert utility bills — water, sewer and garbage — to include the $2 monthly donation.
